New Delhi: 28 June :- Human Resource Development Ministry (HRD) is preparing to start a new education system by abolishing UGC.
Under the leadership of Prime Minister Narendra Modi, the Government has initiated the process of reforming regulatory agencies in the direction of making better administrative arrangements in the higher education sector. HRD wants to replace the UGC and replace it with the Higher Education Commission of India (HECI).
The government has prepared a draft for setting up Higher Education Commission of India (HECI). The Ministry has sought suggestions from different educationists, education related parties and common people also. Significantly, the deadline for giving suggestions is up to July 7, 2018. At the same time, DUTA has opposed the decision to end the UGC of Sararakar. DUTA said that due to the arrival of new institution, the direct interference of the government will increase in the education system.
What is the difference between UGC and HECI?
There is a huge difference in UGC and HECI. The UGC has the right to regulate universities and grant grants to them. Whereas, HECI will not have the right to grant. On receipt of HECI, the grant will be released directly from the Ministry of Human Resources.
The UGC publishes only the list of fake institutions on its website. But HECI will have the right to shut down bogus and poor quality institutions. There will be a provision for both the penalty and the punishment against the organization not accepting the order.
