सूचना एवं प्रसारण मंत्रालय ने 35 यूट्यूब आधारित समाचार चैनल और 2 वेबसाइट को ब्ल़ॉक करने का आदेश जारी किया है, जो डिजिटल मीडिया पर समन्वित रूप से भारत विरोधी फर्जी खबरें फैलाने में लिप्त थे। मंत्रालय द्वारा ब्लॉक किए गए यूट्यूब खातों के कुल सब्सक्राइबरों की संख्या 1 करोड़ 20 लाख से ज्यादा थी और उनके वीडियोज के व्यूज 130 करोड़ थे। इसके अलावा, सरकार ने इंटरनेट पर भारत विरोधी दुष्प्रचार करने में शामिल होने पर दो इंस्टाग्राम अकाउंट और एक फेसबुक अकाउंट को ब्लॉक कर दिया है।
सूचना प्रौद्योगिकी (मध्यवर्ती दिशानिर्देश और डिजिटल मीडिया आचार संहिता) नियम, 2021 के नियम 16 के अंतर्गत पांच अलग-अलग आदेश जारी करके, मंत्रालय ने इन सोशल मीडिया खातों और वेबसाइट्स को ब्लॉक करने का आदेश दिया है। भारत की खुफिया एजेंसियां इन सोशल मीडिया खातों और वेबसाइटों की लगातार निगरानी कर रही थीं और उन्होंने उन पर तत्काल कार्रवाई के लिए मंत्रालय को सूचना दी।
काम करने का ढंग : समन्वित दुष्प्रचार नेटवर्क
मंत्रालय द्वारा ब्लॉक किए गए 35 खाते पाकिस्तान से परिचालित हो रहे थे और इनकी चार समन्वित दुष्प्रचार नेटवर्क के रूप में पहचान की गई थी। इनमें 14 यूट्यूब चैनल चलाने वाला अपनी दुनिया नेटवर्क और 13 यूट्यूब चैनल चलाने वाला ताल्हा फिल्म्स नेटवर्क शामिल थे। चार चैनलों का एक सेट और दो अन्य चैनलों का सेट भी एक दूसरे के मिलकर काम कर रहे थे।
इन सभी नेटवर्क का एक मात्र लक्ष्य भारतीय दर्शकों के बीच फर्जी खबरों का प्रसार था। एक नेटवर्क के हिस्से के रूप में काम करने वाले चैनल समान हैशटैग और एक जैसी सम्पादन शैली का इस्तेमाल करते थे। साथ ही ये समान लोगों द्वारा संचालित थे और एक दूसरे को प्रोत्साहन देते थे। कुछ यूट्यूब चैनलों का संचालन पाकिस्तानी टीवी न्यूज चैनलों के एंकरों द्वारा किया जा रहा था।
कंटेंट का स्वरूप
मंत्रालय द्वारा ब्लॉक किए गए यूट्यूब चैनल, वेबसाइट और अन्य सोशल मीडिया खातों को पाकिस्तान द्वारा भारत से जुड़ी संवेदनशील विषयों से जुड़ी फर्जी भारत विरोधी खबरों को फैलाने में किया जा रहा था। इसमें भारतीय सेना, जम्मू और कश्मीर एवं भारत के दूसरे देशों के साथ विदेश संबंध जैसे विषय शामिल थे। यह देखने में आया कि पूर्व चीफ ऑफ डिफेंस स्टाफ स्वर्गीय जनरल बिपिन रावत के निधन के संबंध में यूट्यूब चैनलों के माध्यम से बड़े पैमाने पर फर्जी खबरें फैलाई गईं। इन यूट्यूब चैनलों ने पांच राज्यों के आगामी चुनावों की लोकतांत्रिक प्रक्रिया को कमजोर करने के लिए भी कंटेंट पोस्ट करना शुरू कर दिया था।
इन चैनलों ने अलगाववाद को बढ़ावा देने, भारत को धर्म के आधार पर बांटने और भारतीय समाज के विभिन्न वर्गों के बीच दुश्मनी पैदा करने के लिए कंटेंट फैलाया। ऐसी जानकारी से दर्शकों को देश की सार्वजनिक व्यवस्था को विपरीत प्रभाव डालने वाले अपराधों को उकसावा मिलने की आशंका थी।
हाल की कार्रवाई से पहले सरकार ने दिसंबर, 2021 में 20 यूट्यूब चैनलों और 2 वेबसाइटों को ब्लॉक किया था। उस समय पहली बार भारत विरोधी फर्जी खबरों के नेटवर्क के खिलाफ आईटी नियम, 2021 के तहत मिली आपात शक्तियों का इस्तेमाल किया गया था। खुफिया एजेंसियां और मंत्रालय भारत में व्यापक सूचना परिदृश्य को सुरक्षित रखने के क्रम में मिलकर काम करते हैं।
