Nagpur: 06 July :- We have accepted the policy of creation of a welfare state. To make such a state it is necessary to develop a social and geographical balance of the state. Finance and Planning Minister Sudhir Mungantiwar has said that the budget presented in the Legislature is an important tool for the poor, weaker and deprived sections of the state to get their rights and justice.
The Commonwealth Parliamentary Board of the Legislative Assembly has organized a parliamentary study program of postgraduate students studying the subjects of state science and public administration. In it today, the Minister of Finance, Shri Prithviraj Chavan, Mungantiwar’s lecture was done. At this time Principal Secretary of the Legislature Dr. Anant Kalse, Under Secretary Sunil Zore, along with the attendants and students of various universities of the state were present.
Mr. Mungantiwar said that the first goal of the budget is to provide the basic amenities like food, clothing, shelter, education, employment and health to the last person in the state. Especially the emphasis is on developing the social and geographical balance of the state. He said that with the creation of infrastructure, the development of the state’s cultural development, the development of human development index, development of educational-health facilities, all the groups in the state, giving balanced equality to all the regions is important.
Informing about the process of budgeting, Minister Shri. Mungantiwar said, the word ‘Financial Statement Letter’ has been used in the budget for the budget. By announcing this budget, the longterm projects, intermediate plans and short-term plans of the state have to be formulated in a holistic way. After the budget has been submitted, it is necessary for the overall consideration of 7 days in the Legislature. But many times this discussion was based on the constituency, and many times it was done only by criticizing the state government. He said that this discussion needs to be strengthened in view of the state’s comprehensive Budget. Without the approval of the Legislature, the state can not spend even a single penny. If the expenditure is incurred, he is accepted on the basis of supplementary demands in the Legislature. Also, emergency funding is provided for emergency planning, he said.
Taxation and tax related matters are made in the second half of the budget. Previously this section of 8 to 10 pages has come from a page on GST. There are 17 types of taxes and 23 cesses due to GST due to GST. Tax Gains have increased since GST arrives. It is a demonstration that industrial and business development is happening in the state, “he said.
